In the documentary CITY OF A MILLION DREAMS, filmed by director Jason Berry over more than 20 years, a violent storm and a parade shooting plunge the subjects, clarinetist Dr. Michael White and culture carrier Deb "Big Red" Cotton, into a search for the city’s soul.
